We are pleased to announce that Courtney Edmonds has joined the firm’s Washington D.C. office as a Partner in the Government Contracts practice. Mr. Edmonds’ 20-year career spans private practice and government contracts in the private sector and includes more than a decade in leadership positions in one of the largest IT service providers to the federal government.
Mr. Edmonds represents government contractors in a wide variety of matters and counsels clients on federal procurement law and regulatory compliance with particular expertise in internal investigations relating to procurement integrity, the False Claims Act, and the Anti-Kickback Act. He is a trusted advisor to his clients and offers strategic advice on designing, implementing, and enhancing federal contractors’ ethics and compliance programs.
Mr. Edmonds also assists and advises clients with issues and opportunities relating to pre- and post-award concerns, contract performance, regulatory matters, and dispute avoidance and resolution. He negotiates commercial and FAR-based contracts, subcontracts, and ancillary agreements (e.g., Non-Disclosure Agreements, Teaming Agreements, etc.) and conducts and manages internal investigations and prepares various types of mandatory and proactive disclosures. He also advises clients on screening and mitigating risks relating to federal post-employment restrictions under 18 U.S.C. 207, organizational conflicts of interest, and potential disqualifications due to unfair competitive advantage determinations under FAR 3.101.\
Prior to joining Potomac Law, Mr. Edmonds was Senior Vice President, Deputy General Counsel and Chief Ethics and Compliance Officer (CECO) for Leidos (formerly known as SAIC). Mr. Edmonds’ ethics and compliance foundation was built on a military background, with service in the US Air Force as a law enforcement specialist and as a Contract Specialist for the US Navy’s Fleet Industrial Supply Command. He received his J.D. and LLM from Georgetown University Law Center, his M.A. and M.B.A from Wester University and his B.B.A. from Averett University.
